Farmers to benefit from restored irrigation project in Carigara, Leyte

NIA Regional Office 8—The newly restored Hiluctogan-Canlampay Communal Irrigation System (CIS), funded by the Comprehensive Agrarian Reform Program-Irrigation Component (CARP-IC) was inaugurated and turned-over to the Hiluctogan Canlampay Utap Farmers Irrigators Association (HICAUFIA) on February 21, 2019. This project, amounting to P8,000,000.00, will irrigate 120 hectares of farmlands in Brgy. Canlampay, Carigara, Leyte, benefitting seventy-five (75) farmers.

The ceremony was spearheaded by the National Irrigation Administration, Regional Office 8 Manager, Engr. Fermina B. Aling with the Division Manager of Biliran-Leyte del Norte-Leyte del Sur Irrigation Management Office (IMO), Engr. Conrado M. Samson. Also, it was attended with its partners in irrigation development—the Department of Agrarian Reform, represented by the Provincial Agrarian Reform Program Officer (PARPO)-I, Paulina S. Canales and Hon. Mildred Modesto, Vice Mayor of Carigara, Leyte.

Engr. Aling, in her turn-over speech, highlighted and challenged the farmers to actively participate on the operations and maintenance of the system because irrigation is vital for farmers especially in Canlampay due to the type of soil present in their place. She added that irrigation is not limited for rice crops but also for diversified crops in agricultural production taking into account the different returns from value-added crops.

 Mr. Ladislao Mellona, the president of HICAUFIA, accepted the symbol of turn-over and together with all farmer beneficiaries, they accepted the challenge to continue and develop what they have started, contributing to an increased agricultural productivity.
