The National Irrigation Administration (NIA), in partnership with the Department of Agrarian Reform (DAR), turnover the Hingatungan-Salvacion Communal Irrigation System (CIS) to the Salvacion Rice Farmers Irrigators Association (IA), headed by Rodulfo E. Daguoc, on March 16, 2021.
The Hingatungan-Salvacion CIS was constructed in 1992. However, some of its irrigation facilities were earth canals. Farmers eventually experienced problems affecting flow of irrigation water to their ricefields, which also resulted conflicts between members of the IA.
Thus, through Comprehensive Agrarian Reform Program-Irrigation Component (CARP-IC), the NIA completed the repair and improvement of 3,060 meters concrete lined canals along main canal and main farm ditches, amounting to P7.6-million.
This project aims to irrigate a total of 50 hectares service area in Salvacion, Silago, Southern Leyte, with 105 farmer beneficiaries and 65 agrarian reform beneficiaries.
On behalf of the NIA Administrator Ricardo R Visaya, the Acting Regional Manager, Ruby C. Tuan, Jr. spearheaded the turnover ceremony, with Biliran-Leyte del Norte-Leyte del Sur Irrigation Management Office (IMO) Manager, Conrado M. Samson.

Oliamot, PARCCOM Chairperson; Beinvenido Barrera, Municipal Engineer; Brgy. Salvacion Officials headed by Reynaldo C. Ladica; and Officers and members of the Salvacion Rice Farmers IA.
