JICA CONDUCTS SITE INSPECTION OF IRRIGATION DAMS IN NORTHERN SAMAR

A team from the Japan International Cooperation Agency (JICA), led by Senior Representative Mr. Oshima Jiro and Senior Project Officer Ms. Sherilyn Aoyama, conducted a comprehensive site inspection of the Pinipisakan, Bulao, and Hagbay Irrigation Projects (IPs) in Northern Samar on February 26-27, 2025.

This inspection underscores JICA's commitment to monitoring the progress of its funded project and ensuring its long-term success. The JICA team collaborated closely with the National Irrigation Administration (NIA), including Engr. Jaime C. De Jesus, NIA Region VIII Regional Manager, Engr. Kiervyn Sarmiento, Supervising Engineer of NIA Central Office, and Engr. Georden A. Lemsic, IMO Manager of Northern Samar Irrigation Management Office (NSIMO), and Regional Office and NSIMO employees to assess the projects' current state.

Their evaluation includes several key areas, such as the structural integrity, operational efficiency of the dams, and the overall impact on agricultural yields and farmer productivity. The inspection concluded with an exit conference where observations, key findings, and future action plans were discussed. The focus was on identifying areas for improvement, developing solutions to challenges, and outlining a collaborative path forward.

JICA reaffirmed its commitment to support the NIA, particularly the NSIMO, in addressing ongoing issues, acknowledging the management's efforts to complete these projects promptly. The agency pledged to facilitate connections with appropriate agencies to ensure effective problem-solving and sustainable project implementation. The findings from this inspection will inform future collaborations and support for improved irrigation systems in Northern Samar, ultimately contributing to enhanced agricultural productivity in the region.
